Looks like one to me, at least the leaves and buds do – the flower looks a little different, so maybe those horticultural matchmakers have been at work.

Yes Peggy, you are right Antirrhinum is the Latin genus name for snapdragon, but the gardener who took photo asks if this is really a snapdragon or was the plant mislabeled. If it is a snapdragon, he would love to know the species or variety.
